Psalm chapter 10 verses 3 - 5, captures the Psalmist speaking to the Lord and referring to an arrogant and wicked man who preyed on the weak while remaining confident that he would suffer no retribution. The passage says this;
He boasts about the cravings of his heart;
he blesses the greedy and reviles the Lord.
In his pride the wicked man does not seek him;
in all his thoughts there is no room for God.
His ways are always prosperous;
your laws are rejected by him;
he sneers at all his enemies.
This wicked man proudly announces the dark desires of his heart. He speaks highly of greed and shows contempt for the Lord.
Being proud, he never searches for God and his mind has no consideration for Him.
He always pursues a path that yields the maximal benefit for himself even if doing so disregards the laws of God.
He feels indestructible and mocks those who challenge him.
For the grief and misery that such a man inflicts on the helpless, the psalmist calls on the Lord to stop the wicked man so that he never strikes terror into the hearts of men again.
